This issue compiles global security intelligence updates from 7 September to 13 September 2026. Based on security risk assessments, regional security levels are shown on the global risk map. Regions including Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine and Venezuela are classified as extreme-risk zones. During this period, armed conflicts, terrorist attacks and other security incidents occurred frequently in these areas. Chinese-funded enterprises stationed overseas shall strengthen security precautions.

Middle East
(1) Syria
Explosion in Idlib Governorate kills 14 people. On 9 September, a temporary warehouse storing weapons and war remnants exploded in Idlib Governorate, northwestern Syria. The blast killed 14 personnel from the Ministry of Defence of the transitional government and injured more than 10 others including civilians. Relevant authorities are investigating the cause of the incident.
(2) Iraq
Shooting incident in Maysan Governorate leaves 2 dead and 1 injured. On 10 September, a shooting attack took place on the Maymunah–Amara highway in Maysan Governorate, Iraq, killing 2 people and seriously injuring 1. On the same day, unidentified armed men chased a sedan in vehicles and opened fire. Security forces are conducting an investigation.
(3) Iran
Ongoing armed clashes between Iran and the United States. From 6 September to 13 September, Iran and the United States sustained armed conflicts over navigation rights in the Strait of Hormuz. On 8 September, U.S. Central Command announced that U.S. forces destroyed four oil tankers belonging to the Islamic Revolutionary Guard Corps (IRGC) in the Gulf of Oman and another oil tanker near Kharg Island. Meanwhile, U.S. forces continued maritime blockade operations against Iran. As of 11 September, U.S. actions had diverted 99 merchant vessels. On the Iranian side, on 9 September, the IRGC launched drone and missile strikes against two U.S. warships, eight oil tankers and ten non-compliant vessels. On the same day, the IRGC also attacked U.S. military bases in Jordan, damaging hangars and shelters for F-35, F-16 and F-15 fighter jets. On 10 September, Iran stated it had destroyed an unmanned U.S. vessel at the entrance to the Strait of Hormuz.
Casualties: According to the latest data from the U.S. Department of Defense’s Defense Casualty Analysis System, as of 8 September, cumulative U.S. casualties in hostilities with Iran stood at 838, including 18 fatalities and 820 wounded. Since conflict resumed in July, there have been 4 additional deaths and 403 injuries. On the Iranian side, on 13 September, an Iranian merchant vessel was attacked near Qeshm Island in southern Iran, leaving 1 dead and 3 injured. Media reports show U.S. airstrikes on Iran since July have caused 335 casualties.
Armed attack in Rask kills one person. On 8 September, an armed assault in Rask, Iran killed a commander of the Basij militia. Iranian security forces are hunting the assailants.
(4) Palestine and Israel
Israel-Palestine conflict causes 73,400 deaths in the Gaza Strip. Between 7 September and 13 September, Israel launched strikes across multiple locations in Gaza, resulting in numerous casualties. On 7 September, the Israel Defense Forces (IDF) carried out two airstrikes in Gaza, killing 2 and wounding many others. On 10 September, IDF airstrikes targeted Beit Hanoun in northern Gaza, eastern Gaza City and areas near Khan Yunis in southern Gaza, killing 4 people and injuring dozens. Data released by the Gaza Ministry of Health on 10 September shows that since the first-phase Gaza ceasefire agreement took effect in October 2025, Israeli operations in Gaza have killed 1,358 people and injured 4,541. Since the outbreak of the renewed Israel-Palestine conflict in October 2023, Israeli military operations in Gaza have killed more than 73,486 people and injured 174,652.
Stabbing attack in the West Bank leaves 1 dead and 2 injured. On 7 September, a Palestinian carried out a stabbing attack targeting Israelis near Nablus, a northern city in the West Bank, wounding 2 people. The attacker was subsequently killed by IDF troops.
(5) Lebanon
IDF airstrike causes heavy casualties. On 7 September, the village of Rumaish in Nabatiyeh Governorate, southern Lebanon, was hit by an IDF airstrike. At least 11 people including 2 infants were killed and 5 injured. A three-story residential building and multiple civilian vehicles were destroyed. According to figures published by the Lebanese Ministry of Health on 10 September, since the resumption of Lebanon-Israel hostilities on 2 March, continuous Israeli attacks on Lebanon have killed 4,385 people and injured 12,412.

(6) Saudi Arabia
Houthi attacks leave multiple civilians injured. On 8 September, a spokesperson for the Saudi-led coalition stated that Yemen’s Houthi movement launched attacks on civilian and economic facilities in Abha, Jizan and Najran, Saudi Arabia, injuring 73 civilians including women and children. On the same day, the Houthis carried out large-scale missile and drone strikes against military and oil facilities in southern Saudi Arabia in response to recent Saudi military operations in Yemen. On 9 September, Khamis Mushait, Abha and Jizan in Saudi Arabia were again targeted by Houthi ballistic missile and drone attacks; no casualty figures were reported. On 12 September, Al-Tuwayl in Jizan Province, Saudi Arabia, came under Houthi attack, leaving 2 people injured and damaging multiple buildings and vehicles.

East-West Pipeline attacked. On 10 September, the Riyadh and Medina segments of Saudi Arabia’s East-West Pipeline sustained multiple drone attacks, causing injuries and facility damage; specific numbers remain unconfirmed. On 11 September, the Saudi Ministry of Foreign Affairs issued a statement strongly condemning drone attacks originating from Iraq on the East-West Pipeline. Iraq has launched an investigation into the incident.
(7) Yemen
Prison attack in Al-Jawf Governorate kills 7 and injures 7. On 7 September, Yemen’s Houthi movement claimed that Saudi airstrikes hit a prison in Hazm, capital of Al-Jawf Governorate in northern Yemen. Seven people were killed and seven injured; prison facilities were heavily damaged with many trapped under rubble. Saudi Arabia has not yet responded to the claim.
Asia-Pacific
(1) Afghanistan
Armed conflict erupts in Badakhshan Province. On 7 September, armed clashes between the Afghanistan Freedom Front and the Taliban broke out in Zebak District, Badakhshan Province, northeastern Afghanistan, causing casualties with unconfirmed numbers.
(2) Pakistan
21 terrorists eliminated in Khyber Pakhtunkhwa. From 5 September to 7 September, Pakistani security forces conducted a counter-terrorism operation against militants hiding in Khyber Pakhtunkhwa Province and killed 21 suspects in total. Ten terrorists were killed in North Waziristan; others were eliminated in joint operations in Kohat and Dera Ismail Khan.
(3) Thailand
Shooting at kindergarten in Chon Buri Province kills one. On 9 September, a shooting incident occurred at Nongplalai Municipal Kindergarten in Chon Buri Province, Thailand, killing one teacher. Police preliminarily suspect the gunman was the victim’s husband, who fled after the shooting. Manhunt is underway.
(4) Indonesia
Two attacks leave 3 dead and 1 injured. On 9 September, an assault targeting government officials took place in Mulia District, Jayawijaya Regency, Highland Papua Province, Indonesia, killing 3 people. Police have launched pursuit and investigation. On 10 September, a stabbing incident occurred on Lagosi Ninar Road, Koja District, North Jakarta, leaving one person wounded.
(5) Myanmar
Mandalay International Airport attacked by drones. On 10 September, Mandalay International Airport and surrounding areas were attacked by drones. No casualties were reported, but some airport flights were temporarily suspended. Six drones targeted the site and all were intercepted by security forces. Authorities are investigating with local residents.
(6) Australia
Brawl in Sydney leaves three injured. On 7 September, a fight broke out outside a fast-food restaurant in Canterbury, southwestern Sydney, Australia, injuring three people.
Africa
(1) Nigeria
Multiple attacks kill 18 and abduct many. According to monitoring reports by Hanwei International West Africa Security Officer, on the night of 6 September, armed raiders struck Tofa Village, Laba Local Government Area, Sokoto State, northwestern Nigeria. At least 10 people were killed, 38–40 abducted, and large quantities of livestock and grain looted. On 10 September, a bomb attack hit Kukoki-Bassa Community, Shiro Local Government Area, Niger State, killing at least 7 security personnel and wounding 8. On 11 September, an assault on Girkau Village, Kebbi Local Government Area, Sokoto State killed one person and abducted an official of the Independent National Electoral Commission.
Security Advisory. On 8 September, per monitoring by Hanwei International West Africa Security Officer, unidentified armed violent groups in Katsina, Kogi and other provinces pose risks of kidnapping, assault and robbery targeting foreign-funded enterprises (including Chinese firms) and their personnel. Chinese-funded enterprises and individuals in these regions shall further raise security awareness, strengthen protection for personnel, camps and vehicles. Avoid non-essential outings; do not travel alone at night. Steer clear of high-crime and crowded locations. Closely monitor local security developments and alerts, fully implement safety measures to safeguard lives.
(2) South Africa
Two men abducted in Johannesburg. On 9 September, two men were kidnapped in Lenasia, Johannesburg, South Africa. An urgent security notice issued by the Chinese Embassy in South Africa on 6 September stated that a string of abduction cases targeting Chinese nationals have occurred in Johannesburg, seriously threatening the personal and property safety of overseas Chinese.
(3) Democratic Republic of the Congo (DRC)
Fire in Bukavu kills 26 and injures 29. On 10 September, a fire broke out in residential areas of Bukavu, capital of South Kivu Province, DRC, spreading to two primary schools. 26 schoolchildren were killed, 29 injured, and around 80 houses burned down.

Ebola outbreak kills 3,398. On 11 September, the DRC Ministry of Health released updated figures showing 7,022 confirmed cases and over 3,398 deaths in the current Ebola outbreak, with a case fatality rate of 48.2%. The epidemic has spread to seven provinces: Ituri, North Kivu, South Kivu, Upper Uele, Lower Uele, Tshopo and South Ubangi. Ituri Province remains the epicenter, accounting for approximately 80% of all confirmed cases.
(4) Sudan
Armed conflict continues. From 7 September to 13 September, sustained fighting took place between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) across Sudan. This week, clashes were concentrated in North Kordofan, South Kordofan, Blue Nile States and Darfur region, causing heavy civilian casualties. On 8 September, drone and missile strikes targeted the administrative building, courtyard and external gathering areas of the High Court in Umm Rawaba, North Kordofan State, as well as a market and residential zone, killing 13 and injuring 22. The armed conflict lasting more than three years has caused nearly 60,000 deaths in Sudan.
(5) Mali
Ambush on patrol unit in Mopti Region kills 11. On 7 September, a patrol unit composed of Malian troops, Russian Africa Corps and traditional Dozo hunters was ambushed near Kaka in Mopti Region, Mali by the Group for the Support of Islam and Muslims. Four Russian personnel and seven Dozo fighters were killed.
Europe & Americas
(1) United States
Three shooting incidents leave six injured. On 7 September, two shootings occurred during carnival parade activities in New York, injuring two people. Police reported one man was shot at the 800 block of Nostrand Avenue, followed by a woman shot at the intersection of East Park Avenue and Kingston Avenue. On 10 September, a shooting at a residence in Gaston County, North Carolina injured four people. Investigations are underway.
(2) Ukraine
Russia-Ukraine armed conflict ongoing. From 7 September to 13 September, armed hostilities continued between Ukraine and Russia. The Russian Ministry of Defence recently released battle reports stating that over the past week, Russian forces launched large-scale strikes on Ukraine using land-, air- and sea-based precision weapons and long-range attack drones. Targets included facilities for production and storage of drones and cruise missiles of Ukraine’s defence industrial complex, military supply transport and distribution hubs in Kyiv and Kyiv Oblast, and military cargo handling facilities at Chornomorsk Port in Odesa Oblast. In addition, Russian forces sank an oil tanker carrying fuel and lubricants for the Ukrainian Armed Forces in the Black Sea and seized three settlements in Donetsk, Zaporizhzhia and Kharkiv. On the Ukrainian side, the General Staff of the Armed Forces of Ukraine reported that Ukrainian troops repelled Russian attacks on multiple fronts this week. Ukraine’s Air Force, missile and artillery units struck multiple Russian troop concentration areas, drone launch sites, command posts, air defence equipment and radar installations. Ukrainian forces carried out deep strikes on the Novorossiysk naval base, fuel terminal and the frigate Admiral Essen in Russia’s Krasnodar Krai.
(3) Russia
Drone attacks kill 6 and injure 11. On 7 September, oil refining facilities in Perm Krai, Russia were attacked by Ukrainian drones. Debris from some drones hit residential buildings, killing one person and injuring four and damaging civilian structures. On the same day, Sevastopol in Crimea sustained drone attacks, killing 2 and injuring 2. On 10 September, debris from a downed drone fell on residential areas in Voronezh Oblast, Russia, killing one and injuring two. On 11 September, multiple locations in Tula Oblast, Russia came under Ukrainian drone attacks, killing 2 and injuring 3.
(4) Switzerland
Hydroelectric plant explosion in Ticino injures two. On 9 September, an explosion at a hydropower station in Ticino, southern Switzerland seriously injured two people and partially collapsed plant structures. The cause of the explosion remains unknown.
(5) Mexico
Shooting incident in Sinaloa State. On 9 September, a shooting took place in Mazatlán, Sinaloa State with no reported casualties. Several individuals on motorcycles chased and fired weapons on streets of the Urías neighbourhood. The Sinaloa State Secretariat of Public Security deployed an inter-agency team to investigate.
(6) United Kingdom
Stabbing attack in London injures four. On 10 September, a stabbing incident occurred on a commercial street in Bromley, southeast London, UK, injuring four people. Police have arrested seven suspects and the incident is under investigation.
(7) Germany
Two attacks leave 2 dead and 1 injured. On 8 September, a stabbing assault took place at Hamann Square, Kold district, Münster, North Rhine-Westphalia, Germany, killing one and injuring one; the suspect was arrested by police. On the same day, a shooting incident occurred at the intersection of Planet Street and Sonnenallee in Neukölln, Berlin, killing one person; the suspect fled by vehicle.
(8) Sweden
Shooting in Östergötland injures two. On the evening of 13 September, a shooting incident in Finspång, Östergötland, southeastern Sweden injured two people. Police stated several persons were arrested on suspicion of the shooting and preliminary investigations have commenced.
Maritime Security
(1) Caribbean Sea
U.S. operation leaves three dead. On 9 September, U.S. Southern Command issued a statement that U.S. forces struck a so-called “drug smuggling vessel” in the Caribbean Sea, killing three people on board.
(2) Black Sea
Cargo ship attack leaves 2 dead and 2 injured. On 10 September, the Ministry of Foreign Affairs of Azerbaijan issued a communiqué stating that the cargo vessel Teddy was attacked by drones in Black Sea waters on 9 September, killing two Azerbaijani crew members and injuring two.
(3) Iraq
Oil tanker attacked. On 9 September, a Panama-flagged oil tanker was attacked by an unknown party within Iraqi territorial waters. The hull was damaged; no casualties or oil spills occurred. The tanker was chartered by Iraq’s National Oil Tanker Company for fuel storage. After the incident, Iraqi security and maritime authorities maintained continuous monitoring of the vessel and conducted patrols in surrounding waters to prevent oil leaks or other hazards threatening navigation safety and the marine environment. Relevant authorities are investigating the details, source and cause of the attack.
(4) Philippines
Passenger ship fire kills 76, 13 missing. On 10 September, a passenger vessel carrying 132 people caught fire off the coast of Coron, Palawan Province, Philippines. 76 people were killed, 13 remain missing and 43 were rescued. Search and rescue operations are ongoing.

(5) Vanuatu
Ferry sinking kills one, over 30 missing. On 11 September, an inter-island ferry carrying 45 people sank in rough seas off northern Vanuatu. One person was killed and more than 30 remain missing. Search and rescue efforts continue.
(6) Indonesia
Passenger vessel accident kills six. On 13 September, a passenger ship sank in the Java Sea amid bad weather. Six deaths have been confirmed, around 130 people are missing and approximately 110 rescued. The vessel carried about 240 passengers and lost contact en route from Surabaya, East Java to Banjarmasin, South Kalimantan. The cause of the sinking is unclear. The Chinese Consulate General in Surabaya has verified with local authorities that no Chinese nationals were on board.
(7) Greece
Migrant boat capsizing leaves 25 missing. On 13 September, a migrant vessel capsized in waters off southern Greece, leaving 25 people missing. Nearby ships rescued dozens of people. Details of the vessel type, name and registration remain unavailable. The Hellenic Coast Guard has launched a large-scale search and rescue operation
