Global Security Intelligence Update Summary (November 10 - November 16, 2025)
This issue summarizes global regional security intelligence dynamics from November 10 to 16, 2025. Based on security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, Israel and other regions are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Middle East
(I) Syria
Rocket Attack on Damascus Injures Multiple People. On November 14, the Syrian capital Damascus was hit by two "Katyusha" rockets, injuring multiple people. At present, no organization has claimed responsibility for the attack.
Shooting in Homs Kills 2, Injures Multiple. On November 15, a shooting occurred at a café in a rural area west of Homs Province in central Syria, resulting in 2 deaths and multiple injuries. Currently, the gunman is at large, and the police have launched an arrest operation.
(II) Iraq
Clash in Kirkuk Kills 2, Injures 2. On November 11, a clash broke out between security forces and civilians in Kirkuk Province in northern Iraq, killing 2 security force members and injuring 2 civilians. At present, no cause for the clash has been reported, and the involved personnel have been arrested by security forces.
(III) Palestine and Israel
Israel Continues to Attack the Gaza Strip. On November 10, Hamas (Palestinian Islamic Resistance Movement) issued a statement saying that since the signing of the first-phase ceasefire agreement, Israel has repeatedly violated the agreement and continued to carry out military operations against the Gaza Strip, resulting in the deaths of more than 270 Palestinians.
(IV) Lebanon
Israeli Air Strikes Cause Multiple Casualties. On November 10, Israel launched air strikes on multiple locations in southern and eastern Lebanon on the grounds of Hezbollah rebuilding military facilities, causing multiple casualties. Among them, Israeli air strikes on Tyre and Sidon in southern Lebanon killed 1 person and injured multiple others; air strikes on the Baalbek area in the eastern Bekaa Valley caused multiple casualties.

UNIFIL Attacked by Israeli Forces. On November 16, the United Nations Interim Force in Lebanon (UNIFIL) was attacked by an Israeli tank, with no casualties reported. UNIFIL stated that the impact point was approximately 5 meters away from peacekeeping personnel. Israel's move constitutes a serious violation of United Nations Security Council Resolution 1701, and UNIFIL called on Israel to immediately cease any aggressive acts targeting or near peacekeeping personnel.
Asia-Pacific Region
(I) Pakistan
Suicide Bombing in Islamabad Kills 13, Injures 27. On November 11, a suicide bombing occurred near the District Court in Islamabad, the capital of Pakistan, killing at least 12 people and injuring 27 others. On the same day, the attacker wearing an explosive vest tried to enter the court but was intercepted, and then detonated the explosives near a police car outside the court, causing heavy casualties. The police stated that there were 5 attackers in total; 1 was killed and the remaining 4 have been arrested by the police.

22 Terrorists Killed in Khyber-Pakhtunkhwa. On November 13, Pakistani security forces carried out a counter-terrorism operation in the Bajaur area of Khyber-Pakhtunkhwa Province, killing 22 terrorists and injuring multiple others.
(II) India
Car Bomb Attack in New Delhi Kills 13, Injures 20. On November 10, a car bomb attack occurred in New Delhi, the capital of India, killing 13 people and injuring at least 20 others. It is reported that the attacker was Omar Mohammed, a doctor at Al-Falah University in Faridabad, Haryana. Currently, the motive for the attack is unknown, and India's counter-terrorism department has intervened in the investigation.
Explosion in Indian-Controlled Kashmir Kills 9, Injures 29. On November 14, an explosion occurred at a police station in Indian-controlled Kashmir, killing at least 9 people and injuring 29 others. The police initially believed that the explosion was caused by improper operation when relevant personnel inspected the seized explosives.
(III) Laos
Chinese Citizen Robbed and Killed in Bokeo Province. On November 14, a robbery-murder case occurred in Bokeo Province, Laos, resulting in the death of a Chinese citizen working locally. After the incident, the Chinese Consulate General in Luang Prabang activated the consular protection emergency mechanism immediately, requesting the Bokeo Provincial Police to intensify the investigation and arrest the murderer as soon as possible. Currently, the local police have launched an investigation into the case.
(IV) Japan
Security Alert Issued by the Ministry of Foreign Affairs and Chinese Embassies/Consulates in Japan. On November 14, the WeChat official account "Consular Express" of the Ministry of Foreign Affairs released a message stating that since the beginning of this year, Japan's public security has been unstable, and illegal and criminal cases targeting Chinese citizens have occurred frequently. Several recent attacks on Chinese citizens in Japan remain unsolved, and the security environment for Chinese citizens in Japan continues to deteriorate. Recently, Japanese leaders have publicly made explicit provocative remarks involving Taiwan, which has seriously worsened the atmosphere for personnel exchanges between China and Japan and brought significant risks to the personal safety and lives of Chinese citizens in Japan. The Ministry of Foreign Affairs and Chinese embassies/consulates in Japan solemnly remind Chinese citizens to avoid traveling to Japan recently. Chinese citizens already in Japan should pay close attention to the local public security situation, enhance security awareness, and strengthen self-protection. In case of emergencies, please call the police in a timely manner and contact the Chinese embassies/consulates in Japan for assistance.
(V) Indonesia
Traffic Accident in Bali Kills 5 Chinese Citizens, Injures 8. On November 14, a car carrying 13 Chinese citizens had an accident in Buleleng Regency, northern Bali, Indonesia, resulting in 5 deaths and 8 injuries. The police stated that the involved minibus is suspected to have lost control while driving, hitting road guardrails and trees along the road. After the incident, the Chinese Consulate General in Denpasar immediately contacted the Indonesian police and other relevant departments to assist in handling follow-up matters and fully perform consular protection work.

Truck Rams Crowd in Bucheon Kills 2, Injures 18. On November 13, a truck rammed into a crowd at a market in Bucheon, Gyeonggi-do, South Korea, killing 2 people and injuring 18 others. It is reported that the accident was suspected to be caused by the driver accidentally stepping on the accelerator.

(I) Nigeria
Multiple Attacks Kill 34, Kidnap 69. According to monitoring reports from Hanwei International's security officers stationed in West Africa: In the early morning of November 9, an armed group attacked Sabon Kurutu Village in the Kachia Local Government Area of Kaduna State, abducting 3 people. On the evening of the same day, an armed group attacked the Gidan Dan Yaya Community in the Kankara Local Government Area of Katsina State, killing 4 people and abducting more than 10 others. In the early morning of November 10, armed militants attacked Yan Kwada Village in the Faruruwa Community of the Shanono Local Government Area of Kano State, abducting 5 villagers. On the afternoon of the same day, an armed group attacked passing vehicles along the Kabba-Okene Highway in Kogi State, killing 1 traveler and abducting 6 government officials. On the evening of November 11, an armed group attacked the Gidan Waya Community in the Lere Local Government Area of Kaduna State, killing at least 4 people and abducting 12 others. In the early morning of November 12, suspected "Lakurawa" armed group attacked Alkalije Village in the Kilgori Community of the Yabo Local Government Area of Sokoto State, killing at least 5 local villagers. On the afternoon of the same day, suspected "Boko Haram" terrorists attacked Kwam Village in the Dille Community of the Askira Uba Local Government Area of Borno State, killing 4 people. On the evening of the same day, suspected Fulani armed herders ambushed a local security patrol team near the Idadu Community along the Idadu–Agbashi Highway in the Doma Local Government Area of Nasarawa State, killing 1 police officer and 2 security team members. In the early morning of November 13, an armed group attacked the Boriya Community in the Baruten Local Government Area of Kwara State, abducting the former constituency chairman of the People's Democratic Party (PDP). On the same day, an armed group attacked Dutsen Magaji and Magama Villages in the Mashegu Local Government Area of Niger State, killing at least 16 local security team members and abducting 42 villagers.
Security Warning: On November 16, according to a monitoring report from Hanwei International's security officers stationed in West Africa, armed bandits plan to launch attacks and abduct foreign citizens along the Kontagora-Birnin Yauri National Highway in Kebbi State and Niger State in the near future (see the following figures for warning locations). All Chinese-funded enterprises and citizens in these regions are requested to avoid non-essential travel, strengthen security precautions, immediately suspend field operations, and evacuate to safe urban areas or leave the aforementioned states! Please also notify Chinese personnel around the relevant locations of the warning information as soon as possible through various information channels.

(II) Angola
Chinese Citizen Robbed in Bengo Province. On November 10, a Chinese family of three was robbed by a knife-wielding robber while walking in the Barra do Dande area of Bengo Province, Angola. After robbing the property, the robber tried to kidnap their young son; the police arrived and rescued the child, and the robber was arrested.
(III) Ghana
Stampede in the Capital Kills 6, Injures Multiple. On November 12, a stampede occurred at a military recruitment event in Accra, the capital of Ghana, killing 6 people and injuring multiple others. On the same day, some applicants violated regulations and rushed into the selection venue before the security check began, leading to the stampede. Currently, the military has taken corresponding measures to prevent similar incidents from happening again.
