This issue compiles global regional security intelligence and information dynamics from November 3 to November 9, 2025. Based on security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Israel are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Chinese-funded enterprises stationed abroad must enhance their own security precautions.

Israeli military invades southern villages. On November 3, multiple villages in Quneitra City, Quneitra Governorate, southern Syria, were invaded by Israel. On the same day, an Israeli military patrol consisting of 4 military vehicles and 2 tanks entered Al-Ajraf Village, Al-Mushayrifa Village, and Umm Batna Village, and several houses were sealed off.
The Palestine-Israel conflict has killed nearly 70,000 Palestinians. From November 3 to 9, the Israel Defense Forces continued to launch attacks on multiple locations in the Gaza Strip, causing a large number of casualties. Since the first-phase ceasefire agreement took effect on October 11, 2025, Israeli military attacks on the Gaza Strip have resulted in 241 deaths and 614 injuries. As of November 8, the new round of the Palestine-Israel conflict has caused 69,169 Palestinian deaths and 170,685 injuries.
Israeli military attacks kill 4 and injure 15. On November 3, a car was attacked by an Israeli drone in Duweir Town, Nabatieh Governorate, Lebanon, killing 2 Hezbollah members and injuring 7 others; on the same day, a motorcycle was attacked by an Israeli drone in Aita al-Shaab Village, Nabatieh Governorate, resulting in 1 death; on November 6, southern Lebanon was hit by an Israeli air strike, causing 1 death and 8 injuries. Lebanese President Michel Aoun strongly condemned Israel's continuous attacks on Lebanon, stating that the Israeli military's actions are a serious violation of international law and a naked act of aggression.

Anti-US and anti-Israel rallies held in multiple locations. On November 4, large-scale rallies were held in Tehran, the capital of Iran, and other places to condemn US hegemony and Israel's aggressive acts. In Tehran, demonstrators marched from Palestine Square to the US Embassy in Iran, chanting anti-US and anti-Israel slogans along the way, and some demonstrators also burned the national flags of the United States and Israel.

Clashes on the Afghanistan-Pakistan border kill 5 and injure 6. On November 6, clashes broke out between Afghanistan and Pakistan in the border area, resulting in 5 deaths and 6 injuries in Afghanistan. The Pakistani military stated that a Pakistani outpost in the Chaman area of Balochistan Province was attacked without reason by Afghan forces on the same day, and Pakistani security forces launched a counterattack. The Afghan government, however, claimed that the attack was carried out by "rogue groups" not under the command of the Afghan government and was not an official government act.
Multiple attacks kill 11 and injure 11. On November 3, Pakistani security forces were ambushed by the "Tehreek-e-Taliban Pakistan" (TTP) in North Waziristan Province, with no casualties reported; on November 4, a Pakistani military convoy was attacked by the "Baloch Liberation Front" in the Jhaoo area of Awaran City, Balochistan Province, killing 11 soldiers and injuring 6 others; on the same day, a military checkpoint on Brewery Road in Quetta was attacked by the "Baloch Liberation Army", injuring 5 soldiers.
Mosque explosion in the capital injures 96. On November 7, an explosion occurred at the mosque of Jakarta National High School in Jakarta, the capital of Indonesia, injuring at least 96 people. The police have identified one suspect, a student of the school, and his motive for the crime is under investigation.

302 people have died from dengue fever this year. On November 5, data released by the Directorate General of Health Services of Bangladesh showed that as of that day, the cumulative number of dengue fever cases in Bangladesh this year had reached 74,992, with 302 deaths. Dengue fever is an acute infectious disease caused by the dengue virus, mainly transmitted by mosquito vectors. It is prevalent in tropical and subtropical regions. Typical symptoms include persistent fever, headache, muscle pain, joint pain, etc., and it can be fatal in severe cases.
Military helicopter crash kills 6. On November 4, a Philippine Air Force helicopter crashed on Mindanao Island in southern the Philippines, killing 6 people. The helicopter took off from Davao City and was scheduled to fly to Butuan City, Agusan del Norte Province, to perform typhoon disaster relief tasks. Currently, the cause of the accident is still under investigation.
Multiple attacks kill 11 and kidnap 18. According to the monitoring report of Hanwei International's security officer stationed in West Africa: On November 2, armed gangs attacked the Tungar Wazga and Unguwar Chiroma communities under the Danko-Wasagu Local Government of Kebbi State, kidnapping 4 people; on November 3, suspected Fulani armed herders attacked the Anwuel Village of Oglewu Community under the Ohimini Local Government of Benue State, killing at least 7 villagers; on November 4, an armed gang attacked the Koro Community under the Ekiti Local Government of Kwara State, kidnapping 4 residents; on the same day, the Malam Fatori military base in Borno State, Nigeria, was attacked by armed forces, injuring at least 14 soldiers. Afterwards, the extremist group "Islamic State West Africa Province" (ISWAP) claimed responsibility for the attack; on November 5, the Anwuel Community of Oglewu Town under the jurisdiction of Ohimini Local Government in Benue State was attacked by armed men, resulting in 4 deaths, multiple serious injuries, and multiple missing persons; on November 6, an armed gang attacked the Sado Community under the Talata Mafara Local Government of Zamfara State, kidnapping several residents; on November 7, a bus was attacked by armed men along the Dekina-Ajiyolo-Anigba Highway in Kogi State, kidnapping 10 people.
Security Warning: On November 7, according to the monitoring report of Hanwei International's security officer stationed in West Africa, the Nigerian organization "Indigenous People of Biafra" (IPOB) plans to launch attacks and kidnap foreign citizens in Anambra State, Enugu State, Edo State, Imo State, Rivers State, and other places around the Anambra State gubernatorial election. All Chinese-funded enterprises and citizens in these areas are requested to avoid going out unless necessary, strengthen security precautions, immediately stop field operations, and evacuate to safe urban areas or leave the aforementioned states.
Shooting incident occurs in Johannesburg. On November 3, a businessman was shot at in Vosloorus, eastern Johannesburg, Ekurhuleni City, Gauteng Province, northwestern South Africa, with no casualties reported. Currently, the police are searching for the attacker.
Attack in Rwenzori kills 29 and injures 6. On November 3, media reports stated that a coordinated attack occurred in the Rwenzori region of western Uganda on November 2, resulting in 29 deaths and 6 injuries, and multiple houses were burned down. On that day, dozens of attackers used machetes, choppers, and bows and arrows to launch simultaneous attacks on multiple locations. Subsequently, the attackers exchanged fire with security forces, with 20 attackers killed and 35 arrested. Currently, no organization has claimed responsibility for the attack.
Armed conflict continues. From November 3 to 9, the Sudanese Armed Forces and the Rapid Support Forces continued to exchange fire in multiple parts of Sudan. This week, the two warring parties fought fiercely in North Darfur State in western Sudan, and North Kordofan and South Kordofan States, resulting in a large number of casualties. The armed conflict that has lasted for more than two years has caused over 30,000 deaths, tens of thousands of injuries, 12.98 million displaced people in Sudan, and more than 35 million people in need of humanitarian assistance.
Two shooting incidents kill 4. On November 8, a shooting occurred at a gardening supply company in San Antonio, Texas, USA, resulting in the deaths of 4 people, including the suspect; on November 8, U.S. federal law enforcement officers were shot at while carrying out an operation to crack down on illegal immigration in Chicago, Illinois, with no casualties reported.
Car ramming in Florida kills 4. On November 8, a car crashed into a bar in Tampa, Florida, USA, killing 4 people and injuring 11 others. Currently, the driver has been arrested.
Plane crash in Kentucky kills 14. On November 4, a plane belonging to United Parcel Service (UPS) crashed shortly after taking off from Muhammad Ali International Airport in Louisville, Kentucky, USA, killing 14 people. The deceased included 3 crew members and 11 ground personnel. Currently, the black box of the crashed plane has been found, and the cause of the accident is under investigation.

Russia-Ukraine armed conflict continues. From November 3 to 9, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian military used high-precision weapons and attack drones to launch seven cluster strikes on Ukraine's military-industrial facilities, military transportation infrastructure, military airports, weapons and equipment maintenance bases, drone facilities, and temporary deployment points of the Ukrainian military. The Russian air defense forces intercepted and destroyed 14 Ukrainian air-guided bombs, 11 U.S.-made "HIMARS" rockets, 2 "Neptune" long-range missiles, and more than 1,600 drones; on the Ukrainian side, the General Staff of the Ukrainian Armed Forces stated that within this week, the Ukrainian military attacked 3 Russian drone facilities and weapons and equipment assembly areas. It repelled hundreds of Russian attacks in multiple directions including Pokrovsk and launched multiple counterattacks.

On November 4, a large-scale street fight broke out on Pedro Vicente Maldonado Avenue in southern Quito, Ecuador, injuring 1 person and resulting in the arrest of 4 suspects; on November 5, a shooting occurred on Aldonza Lasso Avenue in Los Serenos area, southern Cuenca, Azuay Province, Ecuador, killing 2 men; on November 7, a shooting occurred at a billiards hall in Machala City, the capital of El Oro Province in southwestern Ecuador, killing at least 6 people.
5 provinces and 3 cities enter a state of emergency due to violent crimes: On November 4, Ecuadorian President Daniel Noboa announced that 5 provinces (Manabí, Guayas, Los Ríos, El Oro, and Bolívar) and 3 cities (Echeandía, La Maná, and Las Naves) would enter a 60-day state of emergency to crack down on organized crime groups entrenched in various regions. Recently, Ecuador has witnessed a surge in violent crimes and escalating gang violence, posing a serious threat to national security and public order.
Shooting in Burnaby kills 1. On November 5, a shooting occurred on a commercial street in Burnaby, British Columbia, Canada, resulting in 1 death.
Car ramming in Charente injures 10. On November 5, a man drove a car into pedestrians and set fire to vehicles on Oléron Island, Charente, France, injuring 10 people and damaging multiple cars. The prosecutor in charge of investigating the incident stated that the suspect shouted religious slogans at the scene of the incident, and France's National Anti-Terrorism Prosecutor's Office has intervened in the investigation.
Petrochemical plant in Sterlitamak attacked. On November 4, a petrochemical plant in Sterlitamak City, Bashkortostan Republic, Russia, was attacked by a Ukrainian drone and caught fire. No casualties or property losses have been reported so far.
Attack on military base foiled in Boyacá. On November 8, an attack targeting a military base was foiled in Tunja City, the capital of Boyacá Department in central Colombia. On the same day, the military discovered a truck loaded with homemade projectile explosive devices. During the detonation process, 3 civilians were injured, and part of the Simón Bolívar military camp was damaged. Colombian President Gustavo Petro stated that this was an attempted attack targeting military facilities.
Two U.S. military attacks kill 5. On November 4, U.S. Secretary of Defense Lloyd Austin stated that the U.S. military launched a "lethal strike" on a "drug-trafficking ship" in international waters of the eastern Pacific Ocean on the same day, killing 2 people on board; on November 6, a ship was attacked by the U.S. military in international waters of the Caribbean Sea, resulting in 3 deaths.
Two suspected pirate attacks occur. On November 3, the chemical tanker "Stolt Sagaland" flying the Cayman Islands flag encountered an attempted boarding incident approximately 330 nautical miles east of Mogadishu. On the same day, 4 suspected pirates approached the ship in a speedboat in an attempt to board it. The armed security personnel on board fought back in a timely manner and drove them away; on November 6, the product tanker "Hellas Aphrodite" flying the Maltese flag and owned by a Greek company was attacked by suspected pirates in waters approximately 560 to 700 nautical miles off the coast of Somalia. On the same day, the attackers attacked the tanker in a small boat. The crew activated the emergency response plan, took shelter, and sealed off the control room, so the pirates failed to seize control of the ship.
Chinese fishing boat capsizes, killing 2 and leaving 3 missing. On November 9, a Chinese fishing boat capsized in waters near Geojedo Island, South Jeolla Province, South Korea, resulting in 2 deaths and 3 missing persons. There were 11 people on board, and 6 were rescued. Currently, the South Korean Coast Guard and the Chinese Coast Guard are continuing to search for the 3 missing crew members.
